Its starting to appear that President GoofBallGolfBall is allowing Kelly and Miller to run things

That's hard, ceaseless, thankless work, and Trump is a Boss, a CEO, the grand impresario of the three ring circus he created. He is a figurehead, a celebrity showman, and he's only interested in his public image. Like any businessman, Trump surrounds himself with yes-men, toadies and lackeys, and Kelly and Miller hold top positions to do the actual process of governing.

He sets everyone in competition against each other- so it seems these guys have a temporary alliance. But he will split them to force them to compete for his favor. It’s what he’s been doing all along.
