It sounds like Wray is saying Trump's lawyer is allowed to obstruct justice.

dangled the likelihood of pardons to "clean up" the problems caused by the Russian investigation, he was quite possibly committing criminal obstruction.

"obstruction of justice" is a crime, period. If the lawyer for the subject of an investigation "obstructs justice" himself, that lawyer has committed a crime.

And that is what Wray confirmed.
