What should be explored though is seeing if state and local laws can be enforced upon the non-federal entities for child abuse, neglect, and endangerment. DHS is farming out a lot of this child detention to private (for- and non-profit) companies, and it is taking place on private (i.e. not federal) property. Hold all of these parties accountable, put their asses in a sling. Without them, DHS will have to change course.
