Declaring emergencies allows the use of certain funds for uses other than the original. It can unfortunately draw them away from those original purposes too. So if he uses funds intended for disasters, it won't be there for the next earth quake. If he takes it from capital projects for the DoD, the bases will miss maintenance and need more repairs later.

he wants the power that comes from a declared emergency so he can use it to stop Mueller and get more campaign donations that he can put in his pocket

The key statutes are 10 USC 2808 and 33 USC 2293. Section 2808 allows redirection of Department of Defense construction funds that have not yet been obligated, under certain conditions. Section 2293 does something similar with respect to the Army’s civil works construction funds.
