Something I haven't seen discussed yet: McConnell's possible reasoning

Mitch McConnell refuses to bring the spending bill that passed the House up for a vote. It passed in December in the exact same form unanimously. Why wouldn't he bring it up to show progress from Congress?

Trump would veto it, that’s understood.

HOWEVER.

Correct me if I'm wrong: Once it's vetoed, it’s my understanding that ANY SENATOR can request a vote to override the veto. If it passed unanimously the first time, it’s an easy assumption they would be able to amass a two-thirds majority to override the veto (otherwise Senators would have to explain why they switched from Yes to No based solely on party policy). This gives Congress a position of funding the government without funding for Trump's wall, and breaking the stalemate. McConnell is holding all of Trump's bargaining chips until he's told to do otherwise because of the possibility of a veto override.

The Senate can end the shutdown without Trump. We just need a Senate leader with spine enough to do the right thing. Congress should be a check on the Executive Branch, not be complicit to childish whims.

He is worried about having a primary challenger in Kentucky. Which is a real possibility.

The fact that the Senate voted by voice vote to approve a short term funding stopgap on December 19 without border wall funding is irrelevant.

For one thing, that bill passed when the republicans thought Trump supported it. For another thing, it was a different bill than the one(s) passed by the House. The December 19 bill funded the entire government only through February 8. The House bills fund the government through September, except for DHS, which is only funded through February 8 (which is only a month compared to the 7 weeks it would have been if passed when originally considered).

I'm not defending what McConnell is doing, but it isn't because the Senate would override. He just wants to protect Republicans from having to vote on the bill.
