Wow, something just came to me about Trump's 'strategy'...

The recent 'suggestion' that they might divert disaster relief funds from Cal/PR to build the wall triggered it.

Why would they want to declare an emergency? Normally, funds can be moved around and reallocated within departmental jurisdictions if it isn't strictly prohibited in the congressional act allocating the funds.

So, consider this. If Trump declares his "National Emergency" they probably think that would bring the situation under FEMA control, and they could divert FEMA funds allocated for disaster relief could be re-directed to build his fucking wall.

so I know they're not above politicizing FEMA. While SC got plenty of Fema funds, NC was denied several requests for both 2016 Hurricane Matthew flooding and 2018 flooding, so I wouldn't be surprised if Trump tries to curtail Fema funding for those states with Dem governors- California and NC and also Puerto Rico, while continuing to generously grant funding to SC and Florida and Texas.
