Basically these former Manafort associates, Gay and McKay, enriched themselves on funds that were not theirs, while paying off some of Manafort's debt in the process. Sounds like the model Ivanka Trump used for her inauguration committee funds, where $42M is unaccounted for and Melania nepotistically expensed $26M to her friend.
