Terwilliger was Barr's deputy at Justice back in the 90s, where he mentored a bright up-and-coming lawyer named James Comey.
I don't understand the Barr pick, from Trump's perspective: he's as deep on the Bush family bench as you could reasonably get without resurrecting Lee Atwater. I mean, presumably the Senate handed Trump a short list; maybe it was just alphabetical and Barr was on top.
Anyways, it's hard not to read Terwilliger's presence as some kind of signal.

Then there's that unsolicited memo, that must have played a role in Trump's thinking too. People who try to get Trump's attention by telling him what he wants to hear have a pretty good track record (see also: Whitaker, Boofer Brett, Putin, Kim Jong Un) of getting what they want from him.

Pre-positioned w the 'hamberder bait' of a brief in support of all things don wanted to hear. A fantastic Barr Family coup for the grandkids and fledgling attys of the Barr legacy? Honestly, who seeks AG and openly admits such vast mental legal rust(?), as not even knowing about emoluments clause? What?
