I think if he did he would understand that the way he used quotation marks on the word ‘great’ means he is implying a hand air gesture around the word which in turn denotes sarcasm about the word or a real quote regarding that particular word.

His tweet does none of these. So it looks like he’s disparaging himself, his forthcoming speech or some as yet unknown thing.
