Is it considered torture when the GOP inflicts suffering on Americans?

The shutdown is a tactic, a diversion from the Mueller investigation.

But nearly 5 weeks into it, millions of Americans are suffering as they are basically collateral damage in the Trump/McConnell GOP shutdown.

Is this suffering considered torture?

Is the deliberate infliction of physical and psychological pain of millions of Americans torture?
