Mueller has already shown he's willing to prosecute when he finds lying to Congress. So there could be some false statement investigations that haven't even been started yet, much less finished.

And Rick Gates is STILL cooperating. And Michael Flynn. And Stone was JUST indicted. How could the overall case possibly be near completion when we don't even know how the Stone case will turn out -- or what else it could unearth? Mueller's team just raided two of Stone's residences and an office, and picked up all his computers, phones, and other devices. How can anyone know what's going to turn up on them that will affect the investigation?

He is Mueller’s boss.
He has been briefed on the investigation and when completed it will be given to him, not to Congress.

That is not to say that his statement is pure BS ordered by Trump to put pressure on Mueller to wrap it up.
