It was Heitcamp's bill and got unanimous support in the Senate. Goodlatte single-handedly killed it in the House. They are no longer in office.
The bill aims to strengthen protections for Native American women, who face above-average rates of murder, violence and kidnapping.

That said, he's an ass-hat, and the world is a better place with him out of Congress.
