This shows that despite several senior Senate Republicans raising concerns about the possibility of Trump bypassing Congress and using an emergency declaration to build his wall, he’s seriously considering doing so.

POTUS came very close to declaring an emergency after the Senate proposals failed at the end of January, but aides convinced him to wait and let the committee try to hash it out, saying if they couldn't come up with a deal, then he could declare one.

I’ll say this slowly for the Trump supporters: He. Does. Not. Have. The power. Of. The. Purse. That is on Congress. He cannot contract for his wall. Even if he had the money

He will do whatever he must do to pay back the big favor.
Well that and a healthy slice of the profit for himself also.

He's already moving forward with it & any technicalities standing in the way are just that. Mere details to be over ridden, worked around or simply strong-armed out of the way.
He's the big boss guy afterall. The CEO of the USA. 🖕

Last ditch effort will be to declare an emergency.
I believe Congress already has a back up plan for Trump should he go down that road.
