Police said Chapman swung a bag filled with bottled drinks at Officer Lindsey, knocking him unconscious, and causing Schneider to continue deploying the Taser as he called for backup.
Police, while not releasing the body-cam video, did provide a surveillance-camera video of the incident that shows part of the confrontation from a distance.
The lawsuit, filed in the U.S. District Court of Arizona by attorneys Marc Victor and Jody Broudas, alleges that the officers used "unlawful, unnecessary, unreasonable, and excessive force, which resulted in life-altering injuries to Plaintiff Johnny Wheatcroft and his family."
The lawsuit alleges that officers Tased Wheatcroft multiple times in the back and in the chest while on the hot asphalt. A technique known as a "drive stun'' in which the Taser, normally fired from a distance, is pressed against a person, also was used, both police and the lawsuit say.
After Wheatcroft was handcuffed, Officer Schneider continued to use the Taser several times, the lawsuit says.
Another officer then "slammed Wheatcroft face down onto the asphalt while Schneider continued to Tase him, while also kicking him in the groin," the lawsuit says.
The final Tasing occurred when Officer Schneider "pulled down Plaintiffs shorts and Tased his testicles and perineum," the lawsuit says.
As a group of officers began removing the Taser prongs, "Schneider placed his Taser on Johnny Wheatcrofts penis and screamed, 'Keep fighting and youre going to get it again! You want it again? Shut your mouth!' the lawsuit contends.

(28,979 posts)as this happened in 2017. The cop got a 3 day suspension. I can't seem to find if he still works for the police force. I did see where he had been on COPS before this incident. Wheatcroft spent months in jail and his wife had to plead guilty to a lesser charge in order to get back to her kids.
I hope a jury awards this family a huge settlement.

(36,827 posts)He was on the show "Cops". It took them over a year to give him a 3 day suspension. The cops literally pulled down his shorts and intentionally tased him in the testicles. The guy spent months in jail on trumped up charges before they were all dropped.

(3,635 posts)Our criminal justice system is a disgrace, from the crony court system, to the thug 'above the law' cops (most have this attitude), to the sadistic jails... all which most impact the poor and PoC the most.
A kid who smokes a joint or steals a snickers bar gets much worse treatment than white collar criminals like Trump and Manafort etc who steal millions and commit treason... they get expensive, long, deliberative trials where they serve little time in 'club fed' type prisons... while the typical PoC/poor get shit representation and get dumped in savage prisons where abuse (rape, beatings, knifings, etc) is the norm.
The candidate who addresses these issues, and isn't afraid of offending the 'cop worshiping' sensibilities of middle America, IMO, will win over PoC and young people and many others.
