Similar to Roger Stone's picture of crosshairs next to his judge, I'll take a wild guess that this is Rubio suggesting a path forward for Maduro.
"Hey everybody, let's do another regime change! Yee-haw!!!"
Other pictures at that Twitter link show Saddam and Maduro himself so yeah, they get it Little Marco the Meddler. If it's okay for the U.S. to meddle and do regime change, why not Russia and everybody else?
