With yesterday's snow in Minnesota,
the Twin Cities have had about 35" this February, an all-time record for the month. Minneapolis is declaring Winter parking rules after the current snow emergency is over. That means no parking at all on one side of city streets, to make room for emergency vehicles. Parts of Minneapolis have pretty narrow streets, particularly in some residential neighborhoods. Worse, most housing has no driveways or garages, so people have to park on the streets, especially where there are duplexes and smaller apartment buildings.
There simply aren't enough street parking spaces available for all the cars, though. It's tough, even when you can park on either side. Limiting parking all over the city to one side of the street is going to create massive problems, with many cars getting towed to the city impound lot. It costs over $200 to get your car back, and there still isn't a place to park it.
Saint Paul, where I live, generally has wider residential streets, so we don't have that parking restriction. Still, some residential streets only have room for one vehicle to drive down the street this time of year where there are cars parked on both sides.
Both cities have alleys on many streets, but the city doesn't plow those, so people have to pay for plowing, and many can't afford it, so they can't get to their rear parking spaces.
It's a mess.
