We have been using Russian Crypto gear, and they ours, for secure communications over the so-called "hot line" at least since the early 80's, when I was assigned to the White House Communications Agency and worked on that system. There are plenty of safeguards put into place by both sides.
IIRC, our own Mineral Man had a bit of background in this field and can maybe verify from his experience.

(2,120 posts)there were teletype terminals built in and provided by Russia. In those days the messages were sent via teletype in the sender's native language and translated at the distant end. So we had to have teleprinters that could print the Cyrillic alphabet. And we sent them teleprinters that printed our alphabet. Again, in those days a test message was sent every hour. Odd hours by one side and even hours by the other. IIRC encryption at that time was via a Swiss device that utilized one-time pads. But it's been a few years and the details get a little fuzzy.

(25,525 posts)Thanks for the further detail. It doesn't surprise me that we sourced theirs and they sourced ours. That makes sense, really. Each side would want to make sure that the translation process on the other end was accurate.

So, yes, that would qualify as historical.
Trump may not be using it in the same manner as other presidents (we don't actually know), but it's not new.
If it's been there for 55 years, there's clearly a reason for it (as others have noted in this thread), and it's clearly not an issue or Clinton or Obama would have had it removed or replaced. According to the article, the current version of the link has been there for roughly a decade.
