(25,550 posts)A tornado warning is a very specific event, indicating that a tornado is on the ground or has been radar-indicated.
The weather index, in comparison, is on a 5/5 scale and indicates the likelihood of severe weather, not weather currently occurring, as in the case of a tornado warning.
