In football, there are different types of quarterbacks.

You have bomb throwers, with powerful arms that are capable of hitting receivers deep downfield.

But you also have game managers--quarterbacks who might not rely on their arms, but know they have a good rushing corps. So they will hand off the ball to their running backs and let them do the damage.

As long as the ball ends up in the endzone, the score is all the same, no matter what type of quarterback you have.

Robert Mueller is not a bomb thrower. Robert Mueller is a game manager.

And he has just handed off the ball to the running back, i.e. Congress.

The latter exists only hypothetically, but I argue would not nearly be as good.

There's a synergy between the two of them that I think creates a force that would not exist independently on its own.
