THIS is why I am not feeling very secure about ANYTHING. The madman has now decided he makes the rules, ALL of them. Congress is just a group of tioadies and bad guys, they have no real power.

Is he afraid to do it the proper way or is it just not something he understands?

Making it public this particular way seems to be potentially the part of a plan here and he seems to be making that rather obvious.

The only reason I can ever give him for acting on anything is that it pertains to him and him alone and that includes how much power he can grab by whatever means possible and keeping his base occupied as well. Of course, a war is handy in this case as both a distraction and a means to utilize war powers...on us.

Presidential notifications pursuant to War Powers Act have to be submitted in writing to the Speaker of the House and to the President Pro Tempore of the Senate. The notification doesn't have to be published in the federal register or anywhere else for that matter.

However, the notification does have to include information that the trump tweet clearly lacks:
The President shall submit within 48 hours to the Speaker of the House of Representatives and to the President pro tempore of the Senate a report, in writing, setting forth—
(A) the circumstances necessitating the introduction of United States Armed Forces;
(B) the constitutional and legislative authority under which such introduction took place; and
(C) the estimated scope and duration of the hostilities or involvement.

The problem, I think, is that this is a "trial balloon" wherein he shows his intent to completely bypass our Congress with impunity. He intends to do much more, IMO, and my guess is, he thinks this is his moment.

There has to be a legal definition of Public Notice. And it does not involve posting to a private social media account.

in certain rulemaking or lawmaking proceeding. It is a requirement in most jurisdictions, in order to allow members of the public to make their opinions on proposals known before a rule or law is made.

edit: As you've noted elsewhere, there ARE requirements, maybe not Federal Register 'public,' but MUST actually INFORM CONGRESS.

...thinking that it seemed a rather inane way to communicate, and that the first 4 letters, "twit" rather said it all.

The 1st meaning in Dictionary.com - verb: to taunt, tease or ridicule. 3rd meaning - noun: an insignificant, silly or bothersome person

When it comes to Trump, a twit is indeed tweeting.

What a ridiculously inappropriate way to conduct governmental business.
