What you would need to do to stake it into the ground, insulate the sign from ground, and render the sign conductive, is a shitload of work.
To conceal those arrangements is even more work.

I'd be interested to know what you think they are.
It is difficult to believe the video is legit for a couple of reasons. One would have to go through an inordinate amount of effort since the sign is not itself conductive. Also, since the signs are generally affixed to the ground with metal stakes, then you can't "electrify" the sign without somehow insulating the sign from the ground. That would then require visible wires coming up from your HV transformer to the somehow-rendered-conductive sign, for that to happen.
Maintaining a hazardous condition on your property where people might foreseeable enter, even trespassers, can result in civil liability if a person is injured by it. There are corresponding codes and ordinances about that kind of thing in a lot of places, but those generally result in fines or orders to remedy the condition.
But in a quick scan of my state's criminal code, I really couldn't come up with anything relevant. Closest I could find is Maintaining a Dangerous Animal, and it's only a felony if it kills someone. If it just injures them, it is a misdemeanor.

Stealing, destroying, or defacing political signs is a crime here in TX, as I'm sure it it in most, if not all, states.
