It should be a vote of the full House.
How many Repubs will vote to send Articles to the Senate? Very few?
How many Democrats will vote to not send the Articles at this time?
Is it possible that the House might vote to not send the Articles at this time?

(111,110 posts)Maybe she doesn't want to send the Articles over at this time? Twenty Democrats could prevent it from happening. If it was some sort of strategic move?
She and McConnell are playing chess.

(111,110 posts)Could enough Democrats make the decision to not send them over, over the objections of leadership, until they can get assurances of a "fair trial"?

(26,775 posts)I doubt that Republicans would have any trouble rounding up votes to send them over if some Democrats balk. If some members want to continue to withhold them, they need to convince Pelosi prior to the vote.
