Fogive me, but I don't understand..

Why didn't Lev Parnas testify before the House?
Also, why didn't Guilliani?
It seems to me that they are private citizens who could not be ordered not to testify.
Were they subpoenaed?

I'm trying to follow all this stuff, but it's getting a bit confusing.

1. Lev told RM that Dowd and Sekulow told him it was legal for him not to due to Lev working for Rudy..

... and Rudy was Trumps attorney.

The reasoning was bunk and I think it was Dowds visit to Lev in jail that alarmed Lev that this was not good for him.

Rudy is claiming attorney client also

The excuses are so flimsy though.
I'm glad RM got Lev on record now (along with Lev's many documents to back him up) and it's being used now as evidence.
Maybe this will be a trial.

2. The White House had no intention of letting anyone testify if they could prevent it.

Trump "loaned" his attorney, John Dowd, to Lev and Igor when they were captured, for a short time.

Lev now has a new attorney.

But, if they did not know Parnas, why would they appoint John Dowd as his lawyer?

There is a lot we don't know.

I just don't get how subpoenas can be ignored without consequence.

... clock to not being impeached and that includes rigging elections with interference from other countries and keeping state and local electoral systems wide open to attack ... pretty much what Red Don is doing now.

I don't believe for a second Moscow Mitch would allow witness's even if they were subpoena'd by the courts, they'd have another excuse to keep people like Mulvaney from testifying.

I don't get how Mitch can run the entire thing when he's obviously on Trump's side. It's like going to court and the judge is the father of the defendant. It just shouldn't be allowed.

Rethugs control the Senate right now, so they set the rules. Unless 4 senators find some backbone, no witnesses will be allowed.

The relevant materials needed judicial clearance that wasn't available until a few days ago.
