It portrays trump and the GOP to a tee. Gross indulgence. Excesses, greed, murder to amuse oneself and pure evil..

IIRC Bob Guccione (Penthouse publisher) was exec. producer, provided a huge budget, and wanted it be all sexed up with beautiful women, including Penthouse "Pets", but the director wanted avant-garde grotesquery. Guccione fired him and (with no directorial experience, AFAIK) finished directing the film himself. The reviews were what you might call "mixed".
