The article from an Oregon paper said the police are working with the feds then they said they weren't. I couldn't figure it out since they were contradicting each other.

Googling Portland Police Uniform, I'm finding that the center of the emblem is always colored, regardless of which division uniform it's representing..
It may vary from purple to blue or brown, but the center is clearly colored

ever make an arrest and get a conviction. I'm sure there would be a lot of discovery and questions about their authority from the defense. They would have to spill the beans on who they are and the orders they are given.
