Republicans can't govern. "We have a national security emergency and Republicans can't put the country first." (That's what the headlines would say if this was flipped.)

And not the other way around. And in order for enough Democrats to abstain from voting to allow the GOP nominee to achieve a majority of votes, certain concessions and agreements need to be put forth. Keeping the government funded and open, assistance to both Israel and Ukraine, and an end to the political hit job on the Bidens, to name a few.
