It means anything. This guy has, very literally, spent decades walking between the legal raindrops and done so with barely a mark to show for it.
He always seems to walk away with a fine or a warning or nothing at all.

In the end it will be anticlimactic: he will just push delay after delay, change lawyers, come into court late, whatever it takes, file motion after motion, appeal after appeal or in the end date them to come arrest him.
