Ted Cruz has become the latest in a series of Republicans in the House and Senate who voted against bills that funded valuable projects in their states and districts only to try and take credit for them when shovels hit the dirt.
Cruz posted to Twitter that he "Applauds Major Investment in Texas" as a new $6.4 billion in funding from the CHIPS and Science Act will launch major semiconductor manufacturing in Taylor and Austin, Texas, creating thousands of high paying jobs. The total investment in Texas from the act is $61 billion dollars with 8,000 jobs created.
Republicans love to vote against Appropriations Bills so they can flex to their base that they are deficit hawks and won't go along with profligate spending from Democrats. They also want to maintain high scores on the rankings of "most conservative members" with various right-wing groups that generate them like CPAC. So their cynical method is to vote against the bills, then take credit for the projects from those same bills when they hit their districts.
They typically try and justify this hypocrisy by noting they they were an original sponsor or co-sponsor of the specific appropriation for their pet project in a standalone bill, but when it was added to a larger appropriations bill they had to vote against it because they didn't like the pet projects of the other Republican members. That is what Cruz is also attempting to do here. But that is how Congress works, and to try and have it both ways is pure duplicity.
