There was going to be new a majority Black district no matter what, but there were a couple of alternatives in how to draw it. Garrett Graves had the audacity to endorse someone else in the recent Governor's race, so when Jeff Landry was elected, he made sure the lines were drawn in such a way that eliminated Graves' district.
