The "conservative" SC majority doesn't want Biden or any other Democratic president to have immunity

They want Trump to have it, which is why they delay. They are hoping he will be elected, after which they'll give it to him, after which there will never be another Democratic president. The laws will all be rewritten, and gerrymandering will ensure minority rule by Republicans for as long as they can make that happen - preferably forever.

This country is on a precipice.
