Fox News doesn't have a broadcast license. The FCC issues broadcast licenses for public airwaves--i.e., over-the-air stations. The ones that you can pick up without cable.

Cable and satellite providers are private broadcasters, not under FCC control. Other than some minimal standards about obscenity, private airwaves are free to air what they want, with zero requirement for FCC approval.

The way to get rid of Fox is for enough people to cancel their cable/satellite subscriptions--and telling the providers that carrying Fox is the reason for it.

Or for an autocrat to tell private broadcasters that they will remove it, or be shut down.
