The Hamas leaders could be destroyed with more precise bombs. There is a problem, though, that if the underground Hamas infrastructure remains intact at Rafah, new leaders could just set up another command center there. Because Rafah is so close to the Egyptian border, and the tunnels extend into Egypt, more terrorist fighters and weapons could be smuggled in through them if they remain intact.

How can the Hamas infrastructure be destroyed without destroying the surface infrastructure of homes, businesses, schools, hospitals, etc? Would it be possible, once the Hamas leaders and fighters are taken out, to fill in the tunnels with a solid enough material so that they can't be used?
