The clan couldn't do a better job of creating a stealth society like the one that exists in my city. It's that two tiered system where the more you break the laws to advance the cause of a group of professionals in this community, the better off you'll be financially. Before you know it, you end up with 90/10 ratios where the dominant force has no incentive when it comes to protecting the interests of minorities.

And if I haven't said it enough, thank you State Attorney's office and the FBI Corruption department for doing shit all nothing about the abuse of power that goes on all the time around here.

Sadly it turns out that things have gotten even worse than that movie portrayed. Oliver Stone showed the killers in his movie getting the celebrity treatment, but they were also held accountable and sentenced to long prison terms. Not even Oliver Stone went so far as to suggest that a murderer would not only be treated as a celebrity, but he would also be let free and allowed to continue to legally carry a gun with him everywhere he goes.
