The worker is wearing safety gear. The white stuff is reflective and the orange is a standard color for safety clothing in traffic areas. It's not camouflage. It's meant to be noticed, in daylight and at night.

Seems pretty obvious to me. I have great sympathy and concern for people who work in road construction zones. There are far too many people with their eyes on devices rather than the road. Looks like typical safety clothing to me.

Look at his feet. And I have never seen a road crew dressed like that. Granted they all wear what my friend who worked on one called his 'orange car proof vest.'
