that depends on private donations of money and hours, along with governmental financial support. Because so much of the work they do is performed by unpaid volunteers, there are very few programs the government invests in that provide such a strong return on our tax dollars.

What he is really calling for is for these essential services to the elderly to be cut off, even though every dollar the government invests in Meals on Wheels has been shown to save many more dollars on Medicaid costs.
