In fact, the Objectives indicate enhanced environmental protections.

nope, enforcement is not part of it. NAFTA, the grand daddy of all of them has extensive side agreements on migration, environmental law and human rights... they are as good as dead letter.
Hey, I quoted from the USTR site today... that does not mean the site is fully open on the intent.

But, FWIW .. President Obama has indicated that enforcability is a major focal point of this agreement.
