Hillary Clinton: Making Human Rights a Reality

Making human rights a foreign policy priority. Building on a lifetime of advocacy for human rights, Secretary of State Hillary Clinton affirmed that American foreign policy would “reflect our deep commitment to the cause of making human rights a reality for millions of oppressed people around the world.” One of Secretary Clinton’s first steps to secure human rights as a pillar of foreign policy was joining the United Nations Human Rights Council, reversing the Bush administration’s policy of shunning the organization. She pledged to focus her energy as Secretary of State on human rights and, through the Human Rights Council, the U.S. deepened international engagement on efforts to fight human rights violations.

Defending free expression and speech. Hillary Clinton upheld that universal rights “include freedom of expression and freedom of belief, even if our words or beliefs denigrate the humanity of others. Yet, while we are each free to believe whatever we choose, we cannot do whatever we choose, not in a world where we protect the human rights of all.” She stood by those “who exercise their fundamental freedoms of expression and assembly in a peaceful way, whether in person, in print, or in pixels,” and fought powerfully for those who support expanding human rights and individuals working to advance democracy.

Upholding the fundamental freedom of the press. Hillary Clinton hosted the first World Press Freedom Day by the U.S. to “champion those who stand for media freedom – and let us continue to expose those who deny it.” As Secretary of State, Hillary Clinton went on Russian radio to express “support for independent media…at a time when free expression is under threat” and denounced the murders of journalists in Russia. She praised the “brave men and women” of independent media “who risk their lives every day to keep the rest of us informed, to keep governments accountable and societies more democratic, prosperous and successful.”

Promoting religious protection and tolerance. Hillary Clinton underscored the responsibility governments have in standing up for the rights of all people as religious freedom is threatened. She challenged other countries, such as China, by calling for “protection of rights of minorities in Tibet and Xinxiang; for the rights to express oneself and worship freely.” In 2011, Hillary worked with the Organization of Islamic Cooperation and other nations to secure adoption of the U.N. Human Rights Council resolution “[c]ombating intolerance, negative stereotyping and stigmatization of, and discrimination, incitement to violence and violence against, persons based on religion or belief.”

Giving a voice to the vulnerable and marginalized. Hillary Clinton launched an assistance fund for embattled nongovernmental organizations that supported much needed “legal representation, communication technologies like cell phones and internet access, and other forms of quick support.” She appointed the first Special Advisor for International Disability Rights to increase protection for “one group of people whose human rights are still denied in too many parts of the world today. In many ways, they are an invisible minority.” As Secretary of State, she spoke out against regimes who arbitrarily detain and arrest artists, activists, lawyers, and intellectuals in their countries.

Advocating globally for LGBT rights. Hillary Clinton championed LGBT rights internationally and declared to the world that gay rights are human rights and human rights are gay rights. In partnership with other countries, she worked to support LGBT advocacy and pass the first United Nations resolution highlighting “the human rights of lesbian, gay, bisexual and transgender persons.” As Secretary of State, Hillary Clinton forcefully spoke out against violence and discrimination based on sexual orientation and denounced countries who criminalize homosexuality.

Setting an example internationally. Hillary Clinton helped set an international example by participating in the U.N. Universal Periodic Review of America’s human rights record, stating, “By holding ourselves accountable, we reinforce our moral authority to demand that all governments adhere to obligations under international law.” Hillary also included the U.S. for the first time in a country report on human trafficking and helped launch a website to provide NGOs, scholars, and citizens with “information they need to hold governments accountable.”

Continuing work to make human rights a human reality. When Hillary Clinton was asked what was next for her, she said, “I would go back to being a voice for the voiceless, standing up against conditions that just leech the life out of children and oppress women and prevent people from fulfilling their God-given potential.” In 2013, Hillary was honored by Jeb Bush for her public service and dedication “to serving and engaging people across the world in democracy.” She outlined a vision for the future where the U.S. can “show the world that free people and free markets, human rights and human dignity, respect for our fellow men and women, is our core strength.” Hillary launched efforts to address the “unfinished business of the 21st century” – seeking women’s full participation in society – and give future generations of Americans a chance at success.

In addition, the IBT investigation shows that after millions of dollars were pledged by the oil company to the Clinton Foundation, Clinton reversed her position on a U.S.-Colombia trade pact she had previously opposed on the grounds that it was bad for labor rights.

As IBT journalists Matthew Cunningham-Cook, Andrew Perez, and David Sirota report:

At the same time that Clinton’s State Department was lauding Colombia’s human rights record, her family was forging a financial relationship with Pacific Rubiales, the sprawling Canadian petroleum company at the center of Colombia’s labor strife. The Clintons were also developing commercial ties with the oil giant’s founder, Canadian financier Frank Giustra, who now occupies a seat on the board of the Clinton Foundation, the family’s global philanthropic empire.


“The details of these financial dealings remain murky,” the article states, “but this much is clear: After millions of dollars were pledged by the oil company to the Clinton Foundation—supplemented by millions more from Giustra himself—Secretary Clinton abruptly changed her position on the controversial U.S.-Colombia trade pact.”

First, the confession: Clinton admits that she used the power of her office to make sure that Zelaya would not return to office. “In the subsequent days [after the coup] I spoke with my counterparts around the hemisphere, including Secretary [Patricia] Espinosa in Mexico,” Clinton writes. “We strategized on a plan to restore order in Honduras and ensure that free and fair elections could be held quickly and legitimately, which would render the question of Zelaya moot.”

The question of Zelaya was anything but moot. Latin American leaders, the United Nations General Assembly and other international bodies vehemently demanded his immediate return to office. Clinton’s defiant and anti-democratic stance spurred a downward slide in U.S. relations with several Latin American countries, which has continued. It eroded the warm welcome and benefit of the doubt that even the leftist governments in region offered to the newly installed Obama administration a few months earlier.

Clinton’s false testimony is even more revealing. She reports that Zelaya was arrested amid “fears that he was preparing to circumvent the constitution and extend his term in office.” This is simply not true. As Clinton must know, when Zelaya was kidnapped by the military and flown out of the country in his pajamas on June 28, 2009, he was trying to put a consultative, nonbinding poll on the ballot to ask voters whether they wanted to have a real referendum on reforming the constitution during the scheduled election in November. It is important to note that Zelaya was not eligible to run in that election. Even if he had gotten everything he wanted, it was impossible for Zelaya to extend his term in office. But this did not stop the extreme right in Honduras and the United States from using false charges of tampering with the constitution to justify the coup.

In addition to her bold confession and Clinton’s embrace of the far-right narrative in the Honduran episode, the Latin America chapter is considerably to the right of even her own record on the region as secretary of state. This appears to be a political calculation. There is little risk of losing votes for admitting her role in making most of the hemisphere’s governments disgusted with the United States. On the other side of the equation, there are influential interest groups and significant campaign money to be raised from the right-wing Latin American lobby, including Floridian Cuban-Americans and their political fundraisers.

Hillary Clinton continues with her hawkish ways, making Obama’s foreign policy less distinguishable from Bush’s every day.

She just met with Honduran President Pepe Lobo, she’s notified Congress that the Obama administration is restoring aid to Honduras, and she’s urging Latin American nations to recognize the Lobo government in Tegucigalpa.

The democratic opposition in Honduras boycotted lobo’s election, since he’s allied with the forces that overthrew Manuel Zelaya last June.

But for the longest time, Hillary Clinton stubbornly refused to call the June takeover a “coup,” even though her boss, the president of the United States, immediately denounced it as such.

“Other countries of the region say that they want to wait a while,” she said on her Latin American trip. “I don’t know what they’re waiting for.”

Bill Clinton and Obama’s Secretary of State Hillary Clinton are called “the Friends of Haiti.” Oh, really?

After the 2010 earthquake in Haiti, President Obama appointed Bill Clinton as US envoy, partnering with the Katrina and Iraq criminal George Bush, Jr., a supporter of the 2004 CIA-backed military coup which overthrew the elected President, Jean-Bertrand Aristide. After the earthquake, Bill headed relief agencies, while excluding Haitians themselves. The stated theme of the Clinton-Bush effort was to “build back better.” Today, Bill is the UN envoy and acknowledged guiding hand behind international relief efforts.

Both Bill and Hillary are promoters of the U.S. dominated World Bank low-wage sweatshop plan for Haiti, angrily dubbed “the American Plan” by Haitians. Last year, Hillary signed an agreement committing $124 million tax dollars to the building of the Caracol sweatshop assembly park in the north of Haiti. The agreement includes massive tax breaks for sweatshop bosses. Workers there are making the starvation wage of about $3.50 a day.

On Oct 22, 2012 Bill and Hillary were on hand for the inaugural ceremony in Caracol. Also there was Haitian President Michael Martelly, a pro-coup right-winger linked to Duvalier era thugs. Hillary praised Martelly as Haiti’s “chief dreamer and believer.” Martelly, once again, declared Haiti “open for business.”

The sweatshop park was launched with $3 million from the “Clinton Bush Haiti Fund,” set up by the two Obama appointees to spearhead so-called earthquake relief fundraising. One park occupant, Sae-A Trading, is a large textile company cited by the AFL-CIO for “acts of violence and intimidation” against workers in Guatemala.

“Last year, Hillary signed an agreement committing $124 million tax dollars to the building of the Caracol sweatshop assembly park in the north of Haiti.”


In 1993, during Bill Clinton’s administration, he appointed his close friend Ron Brown as Secretary of Commerce. In the early 1980s, Brown was a partner in the powerful Washington law firm of Patton, Boggs & Blow. Brown was a paid attorney and a lobbyist for Haitian dictator Jean-Claude “Baby Doc” Duvalier and his family. Brown was also personally linked to wealthy Haitian pro-Duvalier figures.

In 1991, I met Jean Bertrand Aristide, then the president in exile of Haiti. It was a short time after the generals, with the tacit approval of Poppy Bush, overthrew the first democratically elected leader in 70 years of the poorest nation in the hemisphere. I wrote about it 13 years or so later on DU:

Sorry if the following is an old read. The thing held true then and holds true still…

I met Jean Bertrand-Aristide after he was deposed by the generals in the early 90s. He came to metro Detroit and spoke before the Cranbrook Peace Foundation.

The newspaper I then worked for didn’t see any reason for sending me to cover Aristide’s speech. The editors weren’t BFEE, but the events on a Caribbean island just weren’t “local” enough for their budget. So, I went on my own time.

The Cranbrook people were happy to see me. They wanted, of course, as much coverage as possible. So, they invited me and the other interested reporter types to have at him for an hour before his address.

I’m ashamed to report, at an important event in two nation’s larger media market, only a couple of CBC radio reporters out of Windsor and one local Detroit TV crew bothered to show. I was the lone print guy. Anyway…

Aristide answered every question asked in English or French. He also told us about life in Haiti, where there were four doctors to care for 4 million people. Another interesting stat: One percent of the population own 99-percent of the property.

I asked Aristide what the United States could do to help him restore democracy to Haiti? Aristide said all Poppy Doc Bush had to do was pick up the phone, call the generals and say, “Get out,” and they would quit their coup and the first democratically elected leader of Haiti in 75 years would be returned to power. Bush didn't and Aristide wasn't until Clinton sent the US Marines, many years and many Haitian lives later.

The reason for Bush Senior's inaction? Aristide said he didn’t know the answer, but he suspected Bush’s politics favored the landowners over the masses. (“Sounds familiar,” I then thought and still think today.)

Aristide said that the generals were deep into the wholesale cocaine importation business. Now who would be their partner in all that? Besides the wealthy landowners, for whom the Generals worked, I mean.

The Bushes and the people they front for are doing to the United States of America what the landowners of Haiti -- and those in Columbia and the other nations of the world where the small minority control the majority of wealth, land and resources. These undemocratic tools only work to enhance their own privileged positions and holdings. The rest of humanity could be cattle or piss-ants, for all they and The New York Times care.

But still why don't these workers make the minimum wage and what is being done about it? Seems like it's been an issue for a LONG time, I don't see how Hillary is to blame for it, but you are correct that she doesn't appear to have fixed it either.

Greg Milne, director of the Clinton Foundation’s Haiti Program, said projects include efforts that have helped more than 2,000 small farmers, an artisan-goods company that employs more than 300 people, a fish-farming operation, a cholera treatment center and improvements to schools in some of Haiti’s poorest slums.

Clinton supporters also point out that their successes have come amid Haiti’s chaotic political situation — parliament is not functioning and President Michel Martelly, dogged by scandal, is ruling with virtually no checks on his power — which is marked by endemic corruption, weak institutions, poverty, poor public education, terrible roads and other factors that have historically made it extremely difficult for development efforts to succeed.

Heifer International has committed to help rebuild rural communities and to improve economic opportunities through livestock inputs and management in Haiti as part of the 2011 Clinton Global Initiative (CGI) Annual Meeting. Founded by former President Bill Clinton in 2005, CGI brings world leaders from a variety of backgrounds together to create partnerships that provide innovative and measurable solutions to some of the world's most pressing challenges.

Heifer International's commitment, announced from the stage Wednesday, Sept. 21, 2011, by Heifer President and CEO Pierre Ferrari, will target 20,250 vulnerable rural households. The project will increase rural incomes by using Heifer's proven approach to sustainable development, combining livestock and crop inputs for integrated farming, improved husbandry techniques, business training, community-building and enhanced social capital.

Specifically, REACH — Rural Entrepreneurs for Agricultural Cooperation in Haiti — will develop 150 breeding centers and provide training for 120 community health workers who, in turn, will train an average of 200 farmers each. Heifer International hopes the enterprise will serve as a model for the state to consider for replication, key to igniting the kind of transformation Haiti needs to become self-sustaining. Three hundred full-time jobs will be created and more than 83,000 will benefit indirectly.

"This commitment meets all three topic areas for this year's CGI program — jobs, sustainable consumption and empowering girls and women," said Ferrari. "But more interesting is that these are already key components of Heifer's holistic community development model."
