The FBI on Thursday morning identified a man suspected of carrying out the fatal shooting of nine people at a downtown church as 21-year-old Dylann Roof of the Columbia area.
Denise Taiste, a Columbia-based spokeswoman, confirmed the suspects identity.
Roof has been arrested twice in South Carolina as an adult, according to the State Law Enforcement Division. He was jailed March 1 in Lexington County on a drug charge and again on April 26 on a trespassing charge.
A Justice Department spokesman said federal officials have opened a hate crime investigation into the shooting at the historic black church.
The spokesman said Thursday that the Justice Departments Civil Rights Division, the FBI, and the U.S. Attorneys Office for the District of South Carolina are opening the investigation into the Wednesday night shooting.

Second flag on Dylann Roof's jacket appears to be that of white-rule Rhodesia, now Zimbabwe
Others have identified the top patch as the flag of apartheid-era South Africa.

You don't walk around with a nazi patch or kkk patch so you do something more subtle.

Pitcavage said a patch with orange, white and blue stripes on the upper right side of Roof's jacket is the flag of South Africa's Apartheid government. The patch below it is the flag of the former white-controlled country of Rhodesia, which later became Zimbabwe, he added.
"People dont randomly have those symbols on a jacket," Pitcavage told TPM. "You have to have a certain point of view, a certain world view."

I leaning towards an emblem coming with the jacket or an emblem of his specific hate group insignia.
