When police use a SWAT team to make an arrest, there's usually a very good reason for it

The SWAT team is necessary because the police have been able to buy equipment for a SWAT team, through a budget allocation either by the local government or by a state or federal grant to the local government. They need to use that equipment in order to demonstrate, in future budget requests, that the money on SWAT team equipment was necessary.

Because if the public is harmed this means the equipment is necessary, because the public always deserves it, especially if they are Black.
