First, OFA did a LOT to quietly back the recall, with both money and loans of infrastructure.
Second, with Walker in the sights of a Federal John Doe investigation, Obama's presence would have made the investigation look political.
I see no reason to think that any high-profile involvement from Obama at any time since February 2011 would have helped the cause in Wisconsin. Instead, it would have become framed as some sort of Democratic publicity stunt rather than as the citizen uprising that it was.
