Turkey torturing and raping those arrested in Erdogan's purge

http://www.npr.org/sections/thetwo-way/2016/07/25/487254277/amnesty-international-after-turkeys-failed-coup-some-detainees-are-tortured-rape

- First he moved critical judges, attorney-generals and cops to backwater-villages at the end of the world, where they are irrelevant. Because they dared to investigate his son for corruption.

- Then he silenced journalists and he moves against anybody who says something bad about him even in the slightest.

- Then he silenced academics and ordered a system of denuciation to be installed.

- Then he moved to remove the legal protections of parliamentarians.

- Then he made blacklists of people he perceives his enemies.

- After the putsch-attempt, Erdogan is arresting firing all these people he hated all along with the charge that they maybe have relationships to someone who is maybe behind the putsch. Including in the military.

- Those people on Erdogan's blacklist are getting tortured and raped.

To sum up:
Erdogan controls Presidency, military, judges, attorney-generals, cops, parliament, the mob, media and academia.
And now AI is reporting that those he denounces as being his enemies are getting tortured and raped.

I'll take the freedom to refer to him as "dictator" from now on.

A large group of volunteers was meeting up in the turkish town Suruc, near the syrian border. They wanted to bring humanitarian relief to Syria.
The turkish governor of the region said that there is no threat by ISIS in this region.

A suicide-bomber blew herself up in the middle of the crowd.
Suddenly there were police everywhere and the blocked off the whole square, preventing anybody from entering or leaving the square, including the wounded bombing-victims themselves. They also kept the medics away from people who had just been blown up.
Later, a spokes-person gave the justification that a second suicide-bomber could still have been hiding among the people.

My questions:
- Where did this massive police-presence come from out of nowhere?
- Why would they think that there was a second suicide-bomber?

Turkey had national elections in June 2015. Erdogan came out on top, but a few votes short, so he had to ally with another party to get above the 51% threshold in parliament. He was the election-winner, but did not get enough votes to rule everything.

Erdogan never entered coalition-talks with other parties. He refused to form a government and ran down the clock until a re-do of the election was triggered, because there was no government. The re-do was scheduled for November 1st 2015.

3 weeks before the election, the Ankara-bombing happened (blowing up a huge demonstration against Erdogan's policies), the Turks wanted a strongman and Erdogan won in a landslide.
