New NSA docs contradict 9/11 claims

“I don’t think the Bush administration would want to see these released," an expert tells Salon

Over 120 CIA documents concerning 9/11, Osama bin Laden and counterterrorism were published today for the first time, having been newly declassified and released to the National Security Archive. The documents were released after the NSA pored through the footnotes of the 9/11 Commission and sent Freedom of Information Act requests.

The material contains much new information about the hunt before and after 9/11 for bin Laden, the development of the drone campaign in AfPak, and al-Qaida’s relationship with America’s ally, Pakistan. Perhaps most damning are the documents showing that the CIA had bin Laden in its cross hairs a full year before 9/11 — but didn’t get the funding from the Bush administration White House to take him out or even continue monitoring him. The CIA materials directly contradict the many claims of Bush officials that it was aggressively pursuing al-Qaida prior to 9/11, and that nobody could have predicted the attacks. “I don’t think the Bush administration would want to see these released, because they paint a picture of the CIA knowing something would happen before 9/11, but they didn’t get the institutional support they needed,” says Barbara Elias-Sanborn, the NSA fellow who edited the materials.

Former National Security Advisor Condoleezza Rice has taken credit for the drone program that the Bush administration ignored. “Things like working to get an armed Predator that actually turned out to be extraordinarily important, working to get a strategy that would allow us to get better cooperation from Pakistan and from the Central Asians,” she said in 2006. “We were not left a comprehensive strategy to fight al-Qaida.” Rice claimed that the Bush administration continued the Clinton administration’s counterterrorism policies, a claim the documents disprove. “If the administration wanted to get it done, I’m sure they could have gotten it done,” says Elias-Sanborn.

Many of the documents publicize for the first time what was first made clear in the 9/11 Commission: The White House received a truly remarkable amount of warnings that al-Qaida was trying to attack the United States. From June to September 2001, a full seven CIA Senior Intelligence Briefs detailed that attacks were imminent, an incredible amount of information from one intelligence agency. One from June called “Bin-Ladin and Associates Making Near-Term Threats” writes that “[redacted] expects Usama Bin Laden to launch multiple attacks over the coming days.” The famous August brief called “Bin Ladin Determined to Strike the US” is included. “Al-Qai’da members, including some US citizens, have resided in or travelled to the US for years, and the group apparently maintains a support structure here,” it says. During the entire month of August, President Bush was on vacation at his ranch in Texas — which tied with one of Richard Nixon’s as the longest vacation ever taken by a president. CIA Director George Tenet has said he didn’t speak to Bush once that month, describing the president as being “on leave.” Bush did not hold a Principals’ meeting on terrorism until September 4, 2001, having downgraded the meetings to a deputies’ meeting, which then-counterterrorism czar Richard Clarke has repeatedly said slowed down anti-Bin Laden efforts “enormously, by months.”

...these documents make clear criminal incompetence and criminal dereliction of duty. Either way, George W Bush and many leading figures from his "administration" should have to answer a criminal inquiry.

DOCUMENT HIGHLIGHTS

The documents released by CIA detail the meticulousness of al-Qaeda's plot against the United States and CIA attempts to counter the rising terrorist threat. A previously undisclosed raw intelligence report that became the basis for the December 4, 1998, President's Daily Brief notes that five years before the actual attack, al-Qaeda operatives had successfully evaded security at a New York airport in a test-run for bin Laden's plan to hijack a U.S. airplane. (1998-12-03). CIA analytical reports also provide interesting insights into al-Qaeda's evolving political strategies. "In our view, the hijackers were carefully selected with an eye to their operational and political value. For instance, the large number of Saudi nationals was most likely chosen not only because of the ease with which Saudi nationals could get US visas but also because Bin Ladin could send a message to the Saudi Royal family." (2003-06-01)

Reports on early attempts to apprehend bin Laden detail the beginning of the U.S. Predator drone program in Afghanistan and Pakistan. "First Predator mission over Afghanistan [excised] September 7, 2000." (1) "Twice in the fall of 2000, the Predator observed an individual most likely to be Bin Ladin; however we had no way at the time to react to this information." (2004-03-19) American UAVs did not have sufficient weapons capabilities at the time the CIA likely spotted bin Laden in 2000 to fire on the suspect using the UAV.

Al-Qaeda's ties to Pakistan before September 11 are also noted in several documents. "Usama ((Bin Ladin))'s Islamic Army considered the Pakistan/Afghanistan area one region. Both Pakistan and Afghanistan serve as a regional base and training center for Islamic Army activities supporting Islamic insurgencies in Tajikistan, the Kashmir region and Chechnya. (Excised) The Islamic Army had a camp in Pakistan (Excised) purpose of the camp was to train and recruit new members, mostly from Pakistan." (1997-07-14) While, "UBL elements in Pakistan reportedly plan to attack POTUS (U.S. President Clinton's) plane with (excised) missiles if he visits Pakistan." (2000-02-18)

Similar to the 9/11 Commission Report, the document collection details repeated CIA warnings of the bin Laden terrorist threat prior to September 11. According to a January 2000 Top Secret briefing to the Director of Central Intelligence, disruption operations against the Millennium plot "bought time… weeks… months… but no more than one year" before al-Qaeda would strike. (2000-01-07) "A UBL attack against U.S. interests could occur at any time or any place. It is unlikely that the CIA will have prior warning about the time or place." (1999-08-03) By September 2001, CIA counterterrorism officials knew a plot was developing but couldn't provide policymakers with details. "As of Late August 2001, there were indications that an individual associated with al-Qa'ida was considering mounting terrorist operations in the United States, (Excised). No further information is currently available in the timing of possible attacks or on the alleged targets in the United States." (2001-08-24)

Despite mounting warnings about al-Qaeda, the documents released today illustrate how prior to September 11, CIA counterterrorism units were lacking the funds to aggressively pursue bin Laden. "Budget concerns… CT (counterterrorism) supplemental still at NSC-OMB (National Security Council – Office of Management and Budget) level. Need forward movement on supplemental soonest due to expected early recess due to conventions, campaigning and elections. Due to budgetary constraints… CTC/UBL (Counterterrorism Center/Osama bin Laden Unit) will move from offensive to defensive posture." (2000-04-05)

that Mike Scheuer was fired by Tenet as Director of the UBL Issues Unit (Alec Station) in '99 and replaced by Cofer Black and his protege Richard Blee, who moved the UBL operation under closer political control of CTC after Bush's election. Certain programs were deemphasized, but CTC continued to let the UBL operatives into the US. Under Black/Blee's management of CTC 9/11 happened, as did the escape of UBL from Tora Bora, Afghanistan, the torture program, and armed drones. Please, see:

Cofer Black's role in the United States torture regime was threefold: he ran well-funded secret operations throughout Afghanistan and Pakistan as a CIA warlord; he oversaw our country's early development and implementation of "enhanced interrogation" techniques, renditions, black sites, and disappearances around the world; and he privatized murderous violence with Blackwater USA and other corporate ventures.

Joseph Cofer Black fails at stopping Al Qaeda

Prior to assuming these top-level responsibilities, Black worked under James Pavitt as the CIA official in charge of countering terrorist threats, notably bin Laden and Al Qaeda. Obviously, he failed at this assignment, and was later recommended for possible disciplinary action for refusing to notify the FBI prior to 9/11 that several of bin Laden's henchmen were known to have entered the U.S. He defends his failure as stemming from underfunding and overbureaucratization, obstacles that melted away after 9/11, when, as he notoriously told the 9/11 commision, "the gloves come off."

Black wages secret CIA war "jointly" with public military war, fails again at nabbing bin Laden

Black's proposal for ungloving the CIA, which was approved by George Bush and CIA director George Tenet in a Memorandum of Understanding soon after 9/11, called for Black to lead a private, secret war in Afghanistan against the Taliban and Al Qaeda. He asked his agents to bring him the heads of al Qaida men "on sticks," and insisted publicly that they could only be stopped when "flies are walking on their eyeballs." Among Black's warlord-like responsibilities was "jointness"--cooperation with military officials to extend military operations into extralegal savagery, as when interrogating prisoners inside storage crates at Bagram Air Force Base near Kabul or hunting down bin Laden at Tora Bora. When Cofer Black later blamed the military for the Tora Bora fiasco--planting his accusations via a "deep background" story in the Washington Post--Donald Rumsfeld had him fired.

Black implements SERE tortures, disappearances, renditions, Black Sites

Cofer Black systematized torture by enlisting psychologists Bruce Jessen and James Mitchell in a program to adapt SERE techniques--tortures used by Cold War-era regimes to elicit false confessions for propaganda--for detainee interrogation. Techniques eventually perfected at Guantanamo were evident early on in Black's Afghanistan. He also used CIA resources around the world to conduct disappearances and torturous interrogations at secret Black Sites, and he made liberal use of the practice of rendition, turning prisoners over to foreign governments willing to torture them.

Black privatizes murder and torture and brings it into Republican politics

After being forced out of government, Black's adventures in torture and thuggery continued in the private sector. He helped lead Blackwater USA, a company accused of killing dozens of Iraqi civilians in association with taxpayer-funded security contracts. The company he founded with Blackwater money in 2006, Total Intelligence Solutions, extends his work beyond war zones to domestic venues, providing corporate security on the home front for American corporate leaders who seek information about and protection from enemies of all kinds. Republican presidentical candidate Mitt Romney sought out Black's services and counsel, naming him a national security adviser and attributing to him the notion that waterboarding should not publicly be labeled torture and doing so would hurt America.

Considering the fact that Black was well taken care of financially and granted legally immunity with State Dept. Ambassadorial Rank and Privileges tells me he was rewarded for following orders and keeping his mouth shut about 9/11 and related crimes.

The USS Cole bombing occurred one month before the 2000 presidential election, so even under the best of circumstances it was unlikely that the investigation could have been completed before the end of President Clinton's term of office three months later.

Once the investigation had been completed, then-President Bush was told by the CIA that bin Laden was behind the attack. Why didn't Junior retaliate? According to Condi Rice, The Decider was tired of "swatting flies", even though he hadn't been swatting any. But a more revealing answer was provided by Richard Clarke's testimony before the 911 Commission:

I suggested, beginning in January of 2001, that ... there was an open issue which should be decided about whether or not the Bush administration should retaliate for the Cole attack .

Unfortunately, there was no interest, no acceptance of that proposition. And I was told on a couple of occasions, "Well, you know, that happened on the Clinton administration's watch."

I didn't think it made any difference. I thought the Bush administration, now that it had the CIA saying it was al Qaeda, should have responded.

was on duty and in charge of refueling the Cole when it was bombed under the guise of being refueled. Funny how the corpmedia allowed Rove to frame it as incompetent leadership from Clinton and Gore, eh? One would suspect that Cheney allowed Cole to be bombed deliberately just to take advantage of the campaign narrative it would create.

We learn today from NYT reporters James Risen and Mark Mazzetti that Blackwater (Xe) started receiving CIA contracts in early 2002 to provide support and security to CIA missions in Afghanistan. Blackwater Vice Chairman, Cofer Black, former Director of the CIA Counter-Terrorism Center from 1999-2002, again appears at the center of controversial CIA programs to assassinate, kidnap, and torture targeted figures. After Black’s CIA retirement in May, 2002, he was appointed with Ambassadorial rank and diplomatic immunity to head the State Department’s counter-terrorism programs. Immediately upon the US occupation, Blackwater was given the primary contract for DOS security in Iraq. The NC-based company was then handed a no-bid contract to manage the Predator program in 2004. Black became Vice-Chairman of Blackwater International several months later.

Black was an early advocate for using drones to carry out targeted killings. He was in charge of CIA/CTC on February 4, 2002, when the armed Predator carried out its first lethal mission. That strike killed several Afghanis thought at the time to be Al-Qaeda figures, but allegations about the identities of the victims were disputed, and they may have been innocent villagers scavenging the remains of a battle field near Zawar Kili. First Confirmed Al-Qaeda Figure Killed by Predator was a U.S. Citizen

In November, 2002, a Predator attacked a vehicle in the desert of Yemen. That is the first successful confirmed targeted-killing of al-Qaeda using remotely controlled drone aircraft operated by the CIA. In November 2002, the CIA used a Predator fitted with a five-foot-long Hellfire missile to kill a senior al Qaeda leader, Abu Ali al-Harithi, as he was riding in a car in the Yemeni desert. Also killed with Harithi, who was suspected of masterminding the October 2000 attack on the destroyer USS Cole, was a naturalized U.S. citizen, Kamal Derwish.

Derwish, it was determined later, was part of the Lackawanna, N.Y., group of Yemeni men who admitted to training in al Qaeda camps.

The CIA is permitted to operate the lethal Predator under presidential authority promulgated after the Sept. 11 attacks. Shortly after the attacks, Bush approved a "presidential finding" that allowed the CIA to write a set of highly classified rules describing which individuals could be killed by CIA officers. Such killings were defined as self-defense in a global war against al Qaeda terrorists.

The rules have been vetted by the White House, CIA and State Department lawyers. They allow CIA counterterrorism officials in the field to decide much more quickly when to fire, according to former intelligence officials involved in developing the rules.


Contradicts Claims that Blackwater Assassination Program Did Not Result in Casualties

Lethal attacks by the armed Predator program continued after Blackwater received its contract, most of these attacks taking place in Pakistan:


• On 13 May 2005, Haitham al-Yemeni, an al Qaeda explosives expert from Yemen, was killed in a village in northwest Pakistan near the Afghanistan border by a CIA-operated MQ-1 Predator aircraft firing a Hellfire missile.<30>
• On 3 December 2005, a US Predator UAV reportedly killed high-level Al Qaeda member Chief Abu Hamza Rabia in his sleep in Haisori, Pakistan. Four others were also killed.<31>
• On 13 January 2006, several US Predators conducted an airstrike on Damadola village in Pakistan where al Qaeda's second-in-command Ayman al-Zawahiri was reportedly located. CIA Predators reportedly fired 10 missiles killing 18 civilians, including five women and five children. According to Pakistani authorities, the U.S. strike was based on faulty intelligence and al-Zawahiri was not present in the village. Pakistani officials nevertheless claimed that Midhat Mursi (Abu Khabab al-Masri) — al Qaeda's master bomb maker and chemical weapons expert, Khalid Habib — the al Qaeda operations chief for Pakistan and Afghanistan, and Abdul Rehman al Magrabi — a senior operations commander for al Qaeda were all killed in the Damadola attack.<32><33> U.S. and Pakistani officials now say that none of those al Qaeda leaders perished in the strike and that only local villagers were killed.<34>
• On 30 October 2006, the Bajaur airstrike was conducted, targeting an alleged militant training camp and targeting al Qaeda's second-in-command, Ayman al-Zawahiri. The strike hit a religious school where militants were believed to be present. Eyewitness reports said that two explosions were heard following a missile being fired from an MQ-1 Predator. Pakistani intelligence officials have told western media that Predators were used in the strike, which utilized Hellfire missiles. Although Zawahiri does not appear to have been caught in the strike, Pakistani officials have stated that between two and five senior al Qaeda fighters, including the mastermind of the airliners plot in the UK, were killed in the raid.<35> While some reports state that the school was a religious training center, Pakistani authorities, including President Musharraf, have stated that the school provided military training to al Qaeda militants. Casualty figures range from 80 to 85 people killed.<36>

This report of Blackwater/Xe operating the Predator program does not square with the claim heard elsewhere in today's news that nobody was actually killed by Blackwater's assassination program. It's gotta be one or the other, unless Blackwater was running multiple wet ops. See,

P.S. - Derwish has been identified as a possible double-agent who was in Afghanistan with bin Laden just weeks before the 9/11 attack. He was one of the first to be silenced. Derwish was a key figure in US intelligence surveillance of al-Qaeda cells inside the U.S., and provided a direct link between the bombings of the USS Cole and 9/11.

Derwish had trained in Afghanistan in 1992 and fought with the U.S.-backed Muslim Army in Bosnia. In the Spring of 2002, U.S. intelligence intercepted communications between him and two important al-Qaida figures, one of them involved in the USS Cole bombing. Derwish had been instrumental in organizing the the Lackawanna 6 into an al-Qaeda sleeper cell. Warrants were issued to conduct round-the-clock surveillance on members of the group.

The FBI monitored phone calls from Derwish in Yemen to some members of the group that appeared to be intended to assess their status or availability. It also intercepted e-mails from one of the group, Mukhtar al-Bakri, who was then in Bahrain. One of them appeared particularly suspicious. The e-mail was entitled "Big Meal" and read in English translation as follows:

"How are you my beloved, God willing you are fine. I would like to remind you of obeying God and keeping him in your heart because the next meal will be very huge. No one will be able to withstand it except those with faith. There are people here who had visions and their visions were explained that this thing will be very strong. No one will be able to bear it." 12


The phone calls and e-mails had the intense interest of the White House, the CIA and the FBI that the Lackawanna group was about to be activated for a major terrorist attack. At this point, the Buffalo FBI field office was required to send briefings on the results of their investigation to FBI Headquarters twice a day, and these were often passed on to the White House in the president's daily threat briefings.

At the request of the CIA, al-Bakri was detained by the Bahrain police, coincidentally on his wedding night. He admitted to having traveled to the Al Farooq camp in late spring and early summer and also gave the names of the rest of the Lackawanna group. Based on al-Bakri's testimony, the six Lackawanna men were arraigned in September, 2002, and charged with providing material support to Al-Qaeda. Somehow, despite the intense surveillance, Derwish was allowed to leave the U.S. and travelled to Yemen, where he was killed by a CIA Predator drone. Former CIA Counter-terrorism Center (CTC) Director Cofer Black also directed the assassination targeting, along with rendition and torture programs that silenced the surviving al-Qaeda conspirators. Some targets, like Derwish, were done away with permanently, while others like KSM and Abu Zubyadeh - figures with long ties to US intelligence - were allowed to run around for a while before capture. The Al-Qaeda figures subjected to brainwahing and waterboarding that turned them into near-vegetables all had ties with the CIA during the 1990s in Bosnia and Chechnya.

Cofer Black was the Chief of CIA station in Khartoum when bin Laden and Abu Zubaydeh were there, running CIA-ISI-Saudi Jihadist operations against the Russians in Bosnia and Chechnya. Black admitted in testimony before Congress that he had contact with bin Laden in Sudan.

Basically, Cofer Black and some others got away with allowing the Flt. 77 hijackers (one of whom was also intimately involved with the Cole attack) into the country and these same CIA/CTC managers then were put in charge of the mopping-up operation.

Remember, Osama was banished by the Saudis and the bin Laden family cut off his income. I don't think it's fair to condemn the whole bin Laden family just because of this one bad apple. There might be other reasons to justify suspicion but I don't know of any.

The White House's former counterterrorism coordinator blasts President Bush in a television interview and a new book, saying the president ignored warnings about terrorist attacks before 9/11 and has done "a terrible job" battling terrorism since then.

"Frankly, I find it outrageous that the president is running for re-election on the grounds that he's done such great things about terrorism," Richard Clarke told CBS' "60 Minutes" in an interview Sunday night. "He ignored it. He ignored terrorism for months, when maybe we could have done something to stop 9/11. Maybe. We'll never know."

Clarke said he asked for a Cabinet-level meeting in January 2001, shortly after the president took office, to discuss the threat al Qaeda posed to the United States. "That urgent memo wasn't acted on," Clarke told CBS. Instead, he said, administration officials were focused on issues such as missile defense and Iraq.

A senior official at the CIA said he was unaware of specific threats against any Cabinet member, and Ashcroft himself, in a speech in California, seemed unsure of the nature of the threat.

"I don't do threat assessments myself and I rely on those whose responsibility it is in the law enforcement community, particularly the FBI. And I try to stay within the guidelines that they've suggested I should stay within for those purposes," Ashcroft said.

Asked if he knew anything about the threat or who might have made it, the attorney general replied, "Frankly, I don't. That's the answer."

Case in point: The bad John O'Neill got his start going up against the war hero John Kerry in the early 70s also pops up in the BCCI-bin Mahfouz-Laden-James R Bath part of the BFEE story. In Bill White's law suit against James R Bath (Reppin' the Houses of bin Laden, bin Mahfouz and bin Bush), John O'Neill kept telling Bill White that they had made their case against the judge and that he knew the judge and that the judge would rule in their favor. Never happened. Wonder if White suspected at the time his attorney -- John "Smear Boat" O'Neill -- haad greased the case FOR his opponent was connected to the BFEE?

...as to where the "massive intelligence failure" really occurred. Hint: not with the NSA and the CIA, but rather with the Bush administration who refused to act on the intelligence they had.

(Speculation alert)

This also lends credence to the idea of LIHOP. It makes sense to me that the administration might have hoped for some kind of attack, and assumed it would be a garden variety hijacking. That would have allowed them to pursue their Patriot Act legislation, and war on Iraq. Cheney's former companies (Halliburton, KBR) would get their lucrative contracts and Bush would achieve his fond desire to become a "wartime President".

But then they were surprised by the scope of the attacks on 9/11, and Bush had to hide out while Cheney (and Rove, perhaps?) figured out how to spin this thing to their advantage... They succeeded brilliantly at that endeavor.

Just a thought.

Systematic coordination began in August, when Chief of Staff Andrew H. Card Jr. formed the White House Iraq Group, or WHIG, to set strategy for each stage of the confrontation with Baghdad. A senior official who participated in its work called it "an internal working group, like many formed for priority issues, to make sure each part of the White House was fulfilling its responsibilities."

In an interview with the New York Times published Sept. 6, Card did not mention the WHIG but hinted at its mission. "From a marketing point of view, you don't introduce new products in August," he said.

The group met weekly in the Situation Room. Among the regular participants were Karl Rove, the president's senior political adviser; communications strategists Karen Hughes, Mary Matalin and James R. Wilkinson; legislative liaison Nicholas E. Calio; and policy advisers led by Rice and her deputy, Stephen J. Hadley, along with I. Lewis Libby, Cheney's chief of staff.

The first days of September would bring some of the most important decisions of the prewar period: what to demand of the United Nations in the president's Sept. 12 address to the General Assembly, when to take the issue to Congress, and how to frame the conflict with Iraq in the midterm election campaign that began in earnest after Labor Day.

A "strategic communications" task force under the WHIG began to plan speeches and white papers. There were many themes in the coming weeks, but Iraq's nuclear menace was among the most prominent.

...although of course I, like most people, knew nothing about it until long after 9/11.

The PNAC crowd were pursuing their agenda, their Great Game or whatever they called it, in the Middle East. With Egypt as the ultimate prize. Of course, they also thought that Iraq would be a walk in the park -- 3 months, tops.

The other thing I remember in that regard, was Cheney's secret energy meeting early on in Bush's tenure. The secret meeting was bad enough, and then there was Cheney's public statement, along these lines: "While energy conservation may be a personal virtue, it cannot be part of a comprehensive energy policy." Saaay, WHAT? What a load of horse manure. That angered me at the time and it still does to this day. If we had a media that took its role in our democracy seriously, they would have been all over him, asking why conservation cannot be a part of energy policy? It is unbelievable they would let such a statement slide. But they did, and the public slept through it, apparently, because he was never taken to task for it except for a few angry and bewildered voices on the left. And we all know how much this country listens to its voices on the left. Even though we are proven correct, time and time again.

So here we are, global warming nearing or past the tipping point, the longest wars we have ever pursued in our history, at the biggest cost, which was off the books during Bush's tenure, and the end result of which was huge windfalls for the .01% and a worsening economic crisis for the rest of us. But who cares, there will be a die-off anyway, it's one of the beneficial side effects of global warming, right? Only the little people will be culled, and the rich can buy their way out... or so they believe.

proved tougher than they expected, and cost more. Still they got what they wanted there. They had seven countries on their list airc, Iraq, Iran, Syria, Libya, Lebanon and I would have to look up the others. Ledeen, the lunatic, stated publicly that they wanted to turn the ME into rubble, and to get it done 'faster please'.

Well, strike Iraq off the list, and Libya, they are working on Iran, although meeting with resistance, and of course they have admitted that the CIA is operating in Syria, helping to 'get arms to the 'right' people'. We are in Somalia, Pakistan and Yemen and who knows where else.

Hillary Clinton boasted about the 'new way to conduct a war' as seen Libya, she proudly pointed out. How clever, rather than sending in US troops, we now use proxy armies, like Qatar troops, on the ground, in Libya and most likely now in Syria. Explains the deterioration of Al Jazeera's formerly outstanding and unbiased reporting. I just read that the CIA operation in Syria has been funded with millions of dollars. No one is hiding it anymore, it seems.

So the PNAC plan seems to be on track.

I just don't trust very many, if any, people at the highest level of government. In order to attain such heights, it seems one must be willing to check one's conscience at the door.

Somewhere between Sept. 11 and today, the enemy morphed from a handful of terrorists to the American population at large, leaving us nowhere to run and no place to hide.

Within weeks of the attacks, the giant ears of the National Security Agency, always pointed outward toward potential enemies, turned inward on the American public itself. The Foreign Intelligence Surveillance Court, established 23 years before to ensure that only suspected foreign agents and terrorists were targeted by the NSA, would be bypassed. Telecom companies, required by law to keep the computerized phone records of their customers confidential unless presented with a warrant, would secretly turn them over in bulk to the NSA without ever asking for a warrant.

Around the country, in tall, windowless telecom company buildings known as switches, NSA technicians quietly began installing beam-splitters to redirect duplicate copies of all phone calls and email messages to secret rooms behind electronic cipher locks.

There, NSA software and hardware designed for “deep packet inspection” filtered through the billions of email messages looking for key names, words, phrases and addresses. The equipment also monitored phone conversations and even what pages people view on the Web — the porn sites they visit, the books they buy on Amazon, the social networks they interact with and the text messages they send and receive.

So much intercepted information is now being collected from “enemies” at home and abroad that, in order to store it all, the agency last year began constructing the ultimate monument to eavesdropping. Rising in a remote corner of Utah, the agency’s gargantuan data storage center will be 1 million square feet, cost nearly $2 billion and likely be capable of eventually holding more than a yottabyte of data — equal to about a septillion (1,000,000,000,000,000,000,000,000) pages of text.

Specifically: Do you have anything to add regarding Bush doing nothing to protect the nation, despite having received detailed information from the CIA before September 11 about an impending attack by bin Laden and Al Qaeda?

The country's messed up six ways from Sunday, MineralMan, and you're picking on nadinbrzezinski for spelling?

9/11 was one of those ways. It probably could have been prevented, but maybe Bush was too busy eating anchovies and sardines and his baited breath kept people from wanting to be near him, so he didn't hear about OBL's plans.

Just a humorous heads-up to Nadin, since she's working as a reporter. It's a common error.

Bush apparently was not pleased by the CIA’s intrusion on his vacation nor with the report’s lack of specific targets and dates. He glared at the CIA briefer and snapped,[font color="red"] “All right, you’ve covered your ass,” [/font color]according to an account in author Ron Suskind’s The One Percent Doctrine., which relied heavily on senior CIA officials.

Comes now the current president to squash Darrell Issa's beef over whether Eric Holder weighs as much as a duck. But lost in said duckhunt are some rather more important documents that got themselves released to the invaluable folks at the National Security Archive. Among other things, the documents reveal in rather startling detail that the last president de-prioritized the CIA's efforts to put Osama bin Laden out of business for "budgetary" reasons — translation: the money went somewhere else — and that the members of that administration have at best been barbering the truth about their own various derelictions of duty ever since. In brief, on this particular historic atrocity, Richard Clarke was right and Condoleezza Rice should not be believed as far as you can throw One World Trade Center.

(Remember the May 16, 2003 press conference when Rice said, "I don't think anybody could have predicted that these people... would try to use an airplane as a missile, a hijacked airplane as a missile." This was true only if "anybody" didn't include the entire intelligence community and just about everyone in the outgoing administration. Rice may be the single most overrated person in American public life and, it is made more than abundantly clear from these documents, as a National Security Adviser, she was a terrific piano player.)

The famous August 7, 2001 PDB is here, but, for the first time, in its proper bureaucratic context, which means it's best understood as an explanation of what Clarke was talking about when he said the system was "blinking red." (Another document, from two months earlier, makes that quite clear, and also that Rice's famous contention that the August PDB was an "historical document" was an ass-covering crock, and that, Congressman Issa, was under oath, too.) How anyone can now look back on how these staggering incompetents used the dead of the 9/11 attacks to pump up their own testosterone and get themselves four more years to further wreck the country and not be filled with unbridled rage is beyond me. And, just to bring things around to the present, Willard Romney has shown that, in the area of foreign policy, he's more than eager to get the band back together again. Just sayin'.

Issa's little game would a back seat if the Dems had the guts to use these documents to convene a GJ to decide whether or not there needs to be a thorough investigation finally, of who was derelict enough in their duties that the Security of this nation was tragically compromised.

It's way past time. I hope the calls for an investigation begin to grow in light of the release of these documents.

I quit watching the mainstream media for good in 2006 when, during the results of the mid-term elections, as it was announced late that evening that the Democrats had taken control of the Senate when Senator Burns was defeated by Tester, Tom Brokaw swiveled in his chair and said, "This isn't right, there's something wrong here."
As if Brokaw "knew" what the outcome of an election was supposed to be before the votes were counted.
As if Brokaw was never worried about the Democrats being able to take back control of the Senate and stop Bush from destroying the entire country.

I didn't know if Brokaw realized it or not, but at the time he did that, any credibility he had ever had -- ever -- went right down the sewey pipes.
They had already fired Dan Rather at CBS for telling the truth about Bush going AWOL during the Vietnam War, and MSNBC had fired Aaron Brown for his accurate reporting of how Bush handled the aftermath of Hurricane Katrina.
So, I relied on other sources for my news from then on, Keith Olbermann, Ed Schultz, Rachel Maddow, and Lawrence O'Donnell.

I knew Sawyer was on one of the major networks, but since I don't watch them, I didn't know which one.
I never liked her style of reporting.

Hmm. A FULL YEAR before 911. A full year before September 11, 2001. That would be September 11, 2000.

I am not surprised that the CIA did not get funding from the Bush Administration on September 11, 2000.

Mainly because Bush was not even selected until December 12, 2000.

Bush entered into the WH the next year and failed to fund or watch OBL. You are the one in error here. The article does not state that BUSH new about OBL a full year before 9/11...the CIA did and BUSH had months to act on the intelligence, once he took office in Jan.

SO yeah that is pretty damning...

The consortium determined that if the U.S. Supreme Court had allowed the ongoing recount to go through, George W. Bush would still likely have ended up in the White House. That's because the recount ordered by the Florida Supreme Court - as well as the more limited recount asked for by Democratic candidate Al Gore - only involved so-called undervotes, ballots that when counted mechanically registered no choice for president.

Gore and the Florida Supreme Court ignored overvotes - votes where mechanical counting registered more than one vote - on the assumption that there would be no way to tell which of the multiple candidates the voter actually intended to pick.

But as the consortium found when it actually looked at the overvotes, one often could tell what the voter's intent was. Many of the overvotes involved, for example, a voter punching the hole next to a candidate's name, and then writing in the same candidate's name.

Since the intent of the voter is clear, these are clearly valid votes under Florida law. And Gore picked up enough of such votes that it almost didn't matter what standard you used when looking at undervotes - whether you counted every dimple or insisted on a fully punched chad, the consortium found that Gore ended up the winner of virtually any full reexamination of rejected ballots.

The theory behind the First Amendment is that the system will be strengthened by an unflinching look at the system's flaws. In looking back at the results of the Florida election, the media flinched.

Gore won, we had an airplane crash (yes I remember) when the final results came out and the M$M made SURE no one knew about the victory or asked the serious question, 'why is Gore NOT in office right now?'

WASHINGTON — U.S. and Italian officials were warned in July that Islamic terrorists might attempt to kill President Bush and other leaders by crashing an airliner into the Genoa summit of industrialized nations, officials said Wednesday.

Italian officials took the reports seriously enough to prompt extraordinary precautions during the July summit of the Group of 8 nations, including closing the airspace over Genoa and stationing antiaircraft guns at the city's airport.

But a U.S. official said that American counter-terrorism experts considered the warning "unsubstantiated."

In either case, the reports suggest that Western governments were aware that terrorists might one day use a hijacked airplane as a suicide weapon--as they did Sept. 11 in attacks on the World Trade Center and the Pentagon.

The Genoa warning was disclosed last week by Italian Deputy Prime Minister Gianfranco Fini. In remarks on a television talk show reported by the Italian news agency ANSA, Fini said: "Many people were ironic about the Italian secret services. But in fact they got the information that there was the possibility of an attack against the U.S. president using an airliner. That's why we closed the airspace and installed the missiles. Those who made cracks should now think a little."

To reduce the terror threat from hijacked aircraft, the Italians and NATO installed anti-aircraft missiles around the conference site.

One would think the nation's press would be interested in a story that has to do with The Day that Changed Everything ™. As they are the only business named in the Constitution, it's their freaking duty. Yet, it doesn't seem to matter. Time to move on.

Thank you for the information and the screen shot, spanone. I Googled the term and clicked on the "286 news articles." Press TV and OpEd News popped up -- and that's it. I'd LOL if it weren't for all the lost life, treasure and rights.

Weird how the press finds all the resources to pick up smear boats against John Kerry, but fail to mention the truth about the neocon stooge pretendent George Walker Bush. The story has not been mentioned in my local newspapers -- The Detoit News, The Detroit Free Press, or on any of the tee vee and radio broadcasters that I have listened to over the past week, network cable and local -- not even once.

I remember the run-up to 9/11. It isn't like the Middle East was quiet and peaceful. Bush and his national security team were doing their ABC routine, "anything but Clinton." Clinton could not get an agreement signed between Israel and the Palestinians, so the Bush Administration decided to just let nature take its course for a while. The Bush administration just sat back and watched while I/P violence spiked through the roof.

You might think that after making this big change to our national security apparatus—reversing our I/P posture—that the Bush Administration would be especially diligent about monitoring all available intelligence for possible negative developments. Maybe someone should ask them for evidence that they did. It looks like there is a lot evidence that they didn't. They just pulled a big national security lever to the off position and walked away.

A paper trail of declassified documents from the Reagan‑Bush era yields valuable information on how counter‑terrorism provided a powerful mechanism for solidifying Bush's power base and launching a broad range of national security initiatives.

During the Reagan years, George Bush used "crisis management" and "counter‑terrorism" as vehicles for running key parts of the clandestine side of the US government.

Bush proved especially adept at plausible denial. Some measure of his skill in avoiding responsibility can be taken from the fact that even after the Iran‑Contra affair blew the Reagan administration apart, Bush went on to become the "foreign policy president," while CIA Director William Casey, by then conveniently dead, took most of the blame for a number of covert foreign policy debacles that Bush had set in motion.

The trail of National Security Decision Directives (NSDDS) left by the Reagan administration begins to tell the story. True, much remains classified, and still more was never committed to paper in the first place. Even so, the main picture is clear: As vice president, George Bush was at the center of secret wars, political murders, and America's convoluted oil politics in the Middle East.

Reagan and the NSC also used NSDDs to settle conflicts among security agencies over bureaucratic turf and lines of command. It is through that prism that we see the first glimmers of Vice President Bush's role in clandestine operations during the 1980s.
