(11,064 posts)Under the normal rules, laws are changed with a simple majority. In some instances under the current practice, the Republicans say that they are opposed to certain proposed legislation and it is claimed that the Republicans are conducting a filibuster when they do so. Under that practice, a super-majority is needed to get any legislation opposed by the Republicans through the Senate. In contrast, if the Republicans want to get legislation passed, it will need to go through a committee and follow the normal steps but will only require a majority.
