by giving over to the generals in decision making was an erosion of civilian control.

This is Trump's way of saying don't blame me, blame the generals - they had control.

Civilian control for a reason - so that power hungry officers don't start wars on their own. As checks and balances on potential abuse. So that the possibility of a military coup is slim. The actions of an unchecked officer could actually change/set foreign policy - for the worse.

Some may call it giving the military freedom (idiots would) and some may call it putting the military back into the hands of the experts (idiots would) - but what it is is relinquishing control over the troops and troop movements by the so-called Commander-in-chief without any oversight which does nothing but allow for abuse.

The military is secretive enough as it is - too secretive - and without civilian oversight, that will only get worse.
