Either way, whether it's 60 or 51, it's highly unlikely to pass.

Is exactly that, and he knows it. Notice how he hasn't been running around celebrating since the procedural vote passed this afternoon. It's because Trump knows that getting an actual repeal vote will be significantly harder than the procedural vote.
