(224 posts)She is actually pointing out that for all Trumps tough talk and trying to portray himself as the "ultimate man's man" he actually comes across as a wimpy, whining, sniveling, baby. She is saying that Trump tries to prescribe to the traditional norms of American masculinity, seeing himself as the ultimate alpha male, as he has spent a lifetime of trying to style himself as a "predator" who will fire someone and ruin lives at a moments notice. This was on full display during the campaign when Trump literally, again prescribing to the rules of traditional male dominance, tried to bully and belittle Hillary simply because she was a woman.
Noonan isn't saying that women are weak, or that Trump is acting like a woman. She is saying that Trump isn't half the man he thinks he is. In essence Trump views himself a lot like Putin, difference is Putin - another man who prescribes to the same traditional masculinity as Trump does, is actually not a fake tough guy like Trump is.
