There will be no recess appointments. Obama made appointments during a pro forma sessions and SCOTUS said it was unconstitutional.

Trump could fire Sessions and the Senate could refuse to hold confirmation hearings indefinitely, leaving Deputy Attorney General Rod Rosenstein in charge of everything.
