Black water bubbles up at Niagara Falls

An inky blob that grew for hours over the weekend, and caught business owners and tourists off guard, is legal discharge from a local wastewater treatment plant, officials said.

That's the actual bacterial cultures that biodegrade the waste. I've seen it. It's really nasty, but less nasty than what it just removed from the water being treated.

There's both aerobic and anaerobic biomass, and the anaerobic really smells bad.
