From 1970 film Tora! Tora! Tora! The actor portraying Japanese Admiral Isoroku Yamamoto says that line.

While that may or may not have been a real quote, what is true today is "WE, Dems" are that sleeping giant. Orange man has filled us with a terrible resolve. That should be making rethugs totally freak out. Good!

Didn't vote.

If "didn't vote" was a real person, "didn't vote" would win everything and our prez would be "didn't vote."
