actions as senators, obviously that happens plenty.
actions during campaigns, less often but still fair game.
but prior to that? i'm not condoning what franken has admitted to or is accused of, and i'm not saying there shouldn't be a political consequence. i'm just curious how often such things are investigated for sitting senators.
